Instructions
- Preheat the oven to 350°F.
- Line a 24-cup mini muffin tin with paper liners or lightly grease each cup.
- Combine butter and chopped dark chocolate in a microwave-safe bowl.
- Heat in 30-second intervals, stirring between each, until melted and smooth.
- Whisk granulated sugar into the melted chocolate mixture until glossy.
- Add eggs one at a time, stirring well after each addition.
- Stir in vanilla extract.
- Sift flour, cocoa powder, and sea salt into the wet mixture.
- Fold gently until just combined.
- Divide the brownie batter evenly among the mini muffin cups, filling each about three-quarters full.
- Bake for 12 to 14 minutes until the edges are set and the centers remain soft.
- Remove from the oven and let cool slightly.
- Beat softened butter until light and fluffy.
- Add brown sugar and granulated sugar, then mix until pale and creamy.
- Stir in vanilla extract.
- Fold in heat-treated flour until just combined.
- Mix in mini chocolate chips and sea salt.
- Spoon one generous teaspoon of cookie dough topping onto each cooled brownie bite.
- Press gently to adhere the topping.
- Return to the oven and bake for 4 to 5 minutes until the cookie dough topping sets but stays soft.
- Let the bites rest in the muffin tin for 10 minutes.
- Transfer to a wire rack and cool completely before serving.

Use heat-treated flour for the edible cookie dough topping, avoid overmixing the brownie batter, and let the bites cool completely so the layers set properly.
